Samoa's VAGST (value added goods and services tax) regime is similar to New Zealand at 15% imposed on the supply of goods and services. However, that is where the similarity ends as Samoa VAGST regime has different exemptions and zero rating applications. The new Value Added Goods and Services Tax Act 2015 contains significant more areas compared to the old 1992/1993 VAGST Act. The definition of 'supply' now covers on-line services and 'imported services' amongst many other updates. The new gross turnover threshold is $130,000 tala and for the first time primary production supply is no longer exempt from VAGST (except if you are below the turnover threshold).
